UPC’s Akena Dismisses Electoral Commissioners

Akena accused the trio of jointly authoring and sending to the party’s Electoral Commission a letter purporting to declare Mr. Denis Adim Enap as Party President; an action, he said was taken without any mandate from the Party’s highest decision-making body-the Delegates Conference and this directly contravenes the UPC Constitution.

Uganda People’s Congress (UPC) Party President has sacked three members of the party’s Electoral Commission.

Jimmy James Michael Akena sacked commissioner Jack Kabusi, Emmanuel Magero Were, and Naume Natukunda over gross misconduct. He accused the trio of jointly authoring and sending to the party’s Electoral Commission a letter purporting to declare Mr. Denis Adim Enap as Party President.

This action, he said was taken without any mandate from the Party’s highest decision-making body-the Delegates Conference, and directly contravenes the UPC Constitution.

“Your actions constitute not only a betrayal of the trust placed in you but also a gross violation of the UPC Constitution, insubordination, abuse of office, and usurpation of authority.”

According to Article 13.2(5) of the UPC Constitution, only the Delegates Conference has the authority to elect a Party President. “At no time does the Constitution grant you authority to nominate, declare, or communicate on matters relating to the election of the Party President.” He explained.

Adding that “Your conduct has brought the Party into disrepute at a moment when the Uganda People’s Congress is reawakening and its efforts are being felt across the nation.”

Akena argued that efforts of the UPC leadership who has worked hard to rebuild the confidence, relevance, and credibility of the Party through deliberate, purposeful, and disciplined action should not be undermined.

“For a handful of individuals entrusted with a specific responsibility to now act recklessly and undermine this hard-earned progress is not only unacceptable. Therefore, with great regret but with unwavering resolve in upholding the Constitution of the Uganda People’s Congress, I hereby dismiss you with immediate effect from your positions within the Party Electoral Commission.”

Additionally, the matter was formally referred to the Party’s Disciplinary Committee for further investigation and any further action deemed appropriate under our Constitution and internal regulations.
